Russia is Puzzled

It was a horrible joke - to name Chechen Republic capital city located on Northern Caucasus, in honor of Ivan Grozny - Grozny (threatening). This city continues to remain so far a rough place, and it is not recommended to visit it without specified safe conduct. When I there was - and it was not so long ago, - I was assured that danger as if does not exist, and all takes its normal course. Chechen Republic governor Ramzan Kadyrov through whip keeps control above republic. In all thankful speeches to address of Putin hint is looked through that without money injections bad ideas can occur to local young people.

In republics adjacent to Chechen Republic it is restlessly, authority above territories and people is in doubt. Officials nominated by Moscow and military in Ingushetia and Dagestan are afraid for their lives. Boundaries here are an imperial-Soviet heritage, all these lines are taken from head. Recently one of the leaders of insurgents proclaimed himself the future Caucasus governor, purpose of who was creation of Islamic state. He convened “ Majlis-i-Shoora ”, consultative meeting, and Moscow power did not produce a specific impression to him.

However Kremlin wants to manage with the next wave of violence. For the president Medvedev who remembers of elevation Putin through Chechen war, it is a question of future way of the governing in the south of Russia. A few weeks ago he gave powerful authorities businessman Alexander Khloponin who got success in Siberian Krasnoyarsk. But simultaneously Moscow strengthens special services active beyond law side, and builds in such a manner “chain of command ” in Southern direction.
